Male Medical Ward returns to its original location

GEORGE’S, GRENADA, MAY 27, 2016, GOVERNMENT INFORMATION SERVICE (GIS): – The public is hereby notified that as of today Friday May 27, 2016, the Male Medical Ward which was relocated to the auxiliary building (Grenada Nursing School and Physiotherapy Department) has been returned to its original location, the second floor of the General Hospital.

This latest relocation of the ward is in keeping with Government’s promise to restore the facility, upgrade and improve the delivery of care at the General Hospital as part of the second phase.
The ward was displaced in 2012 while at the same time the hospital second phase was abandoned. The relocation of the wards resulted in several operational challenges and cost over-run forcing Government to find creative ways to curb the problems.
Senior Managers at the General Hospital have since commended Government’s efforts to find a permanent solution to the old problem which they hailed as a positive move that will benefit both patients and staff.
The relocation of the Male Medical Ward to its original and rightful place comes less than a week after the re-commissioning of the Obstetrics-Gynecology ward.
The restoration of the OBGYN ward and relocation of the Male Medical Ward is part of the ongoing second phase of the Venezuelan funded General Hospital project which is nearing completion.

Meanwhile in-light of the latest move the Ministry of Health regrets any inconvenience this may cause, and reassure that the move will have better health and operational outcomes.

IMF Staff Completes 2016 Article IV Mission to Belize

An International Monetary Fund (IMF) team led by Jacques Bouhga-Hagbe visited Belize during May 11–25 to hold discussions in the context of the country’s 2016 Article IV Consultation. At the conclusion of the visit, Mr. Bouhga-Hagbe issued the following statement:

“The economy is slowing and fiscal and external vulnerabilities are rising. Falling oil production and multiple shocks in the primary sector reduced GDP growth to 1 percent in 2015. The decline in prices of energy and other commodities led to deflation in 2015, although the increase in fuel tax restored positive inflation, at 0.1 percent in March. The current account deficit widened to 9.8 percent of GDP as exports fell by 9 percent (mainly oil and marine products) and imports continued to grow, partly due to investment projects. Following partial compensation payments for the two nationalized companies, international reserves fell to 4.6 months of imports in March 2016. The fiscal deficit widened to 8 percent of GDP due to a one-off payment related to a settlement of a loan to one of the nationalized companies, an increase in public sector wages and transfers, and a large overrun in capital expenditure. As a result, the stock of public debt climbed to 82 percent of GDP. The banking system continued to strengthen, although the challenges posed by loss of correspondent banking relationships with international banks have increased since the 2015 Article IV Consultation.
“The economic outlook has worsened further since the 2015 Article IV Consultation and is subject to significant downside risks. Growth is projected to decline further to 0.5 percent in 2016 and average less than 2 percent in the medium term. In the absence of fiscal measures, rigid current spending would fuel high fiscal deficits and add to the already high public debt burden. The current account deficit would slowly improve due to recovery of exports, but would still remain high, putting downward pressure on international reserves. These vulnerabilities could be exacerbated by both domestic and external risks, such as a the end of PetroCaribe financing, protracted period of weak growth in trading partners, and challenges posed by withdrawal of correspondent banking relationships.
“Sustained fiscal consolidation, supported by strong structural reforms, is required to put public finances on a more sustainable footing. Placing public debt path firmly on the downward path is the foremost priority, which requires raising the primary fiscal surplus to 4–5 percent of GDP by 2021. This can be achieved by a combination of strong revenue and expenditure measures, including broadening the tax base and implementing other tax reforms, containing the public sector wage bill, initiating a parametric reform of the public pension system and strengthening controls in multiple areas of public financial management system.
“The authorities’ determination to keep the financial system under tight supervision is welcome. The mission supports the authorities’ prudent provisioning requirements and recommends raising them to 100 percent given uncertainties on the collateral values. Further strengthening the Anti-Money Laundering/Combating Financing of Terrorism (AML/CFT) framework may assist in preventing further loss of correspondent relationships with global banks. This particularly includes strengthening AML/CFT risk-based supervision of banks, registered agents, and company service providers, and enhancing the transparency of legal persons and arrangements.
“The structural reforms are needed to improve potential growth and improve competitiveness, which are needed to reduce the external vulnerabilities. The adoption of the Growth and Sustainable Development strategy is a welcome development. It should be complemented by reforms increasing labor market flexibility, further development of the financial markets, and developing a well-designed framework for public private partnerships. There is also room for improvement in areas such as starting a business, getting credit, cross-border trade, timely resolution of contract disputes, and strengthening small business.”
During its visit, the IMF team met with Prime Minister Dean Barrow, Financial Secretary Joseph Waight, Central Bank Governor Glenford Ysaguirre, other government and central bank officials, representatives of the private sector and members of the opposition. The mission thanks the authorities for their cooperation and openness.

In commemoration of World Environment Day 2016, the Department of the Environment (DOE), the Belize Solid Waste Management Authority (BSWaMA) and the Belize Audubon Society (BAS) conducted the “Walk for a Green Belize” 2016.

This event was held on Saturday, May 21st, 2016 and involved cleaning both sides of the George Price Highway from Belize City to Benque Viejo del Carmen.
An estimated 785 (33 to 55 gallon-sized) bags of garbage were collected yielding a weight of approximately 9,806.56 pounds of garbage!
The Walk For A Green Belize clean-up activity was conducted by several organizations, students, activists, both government and non-government agencies, and the general public. The Secretariat for the “Walk for a Green Belize” initiative extends heartfelt gratitude to all the participants and sponsors of the event and we look forward to your support and participation in the “Walk for a Green Belize” 2017.
The Department of the Environment (DOE) takes this opportunity to remind motorists, passengers and the general public travelling along Belize’s roadways that littering is a violation of our laws for which a ticket can be issued and carries a fine of $100.00 for a person and $500.00 for a company. Littering creates a huge environmental challenge in terms of land and water contamination and impacts to wildlife and landscape aesthetics. CBI exceeds budget projections

The Hon Prime Minister and Minister for Finance, Dr. Roosevelt Skerrit has revealed that the Citizenship by Investment Programme has surpassed the cash projection made in his last budget address.

The Hon Prime Minister credited the sustainability of the national employment programme and post Tropical Storm Erika rehabilitation to the success of the CBI programme.
“This year, with regards to the cash option, we have tremendous progress. In the budget of this year, we projected to raise about $80m. I can say to you that we have surpassed that projection. Those funds are being used in large measure to respond to TS Erika.
“For the last three years, the National Employment Programme has been fully funded by the economic citizenship programme. So the $7m which I, as Minister for Finance, make available to the Ministry for Employment comes straight from the programme.”
The Hon Prime Minister was speaking at a town hall meeting in Soufriere on Monday, May 23rd.

Island’s CBI Programme meets international standards – Finance Minister

The most recent development approved under the Citizenship by Investment programme is the new Jungle Bay Resort and Spa earmarked for Morne Acouma, Soufriere.

On Monday, May 23rd, along with entrepreneur and proprietor of Jungle Bay Resort, Sam Raphael, the Hon Prime Minister, Roosevelt Skerrit, met with the people of the Soufriere constituency to discuss the positive impact which this new development will have on their communities.
At that meeting, the Dominica leader took time to reiterate the importance and security of Dominica’s Citizenship by Investment Programme.  He assured that the programme’s due diligence process meets international standards.
“There are absolutely no shortcuts whatsoever in the due diligence process before we approve any application. But on top of our due diligence exercise which is conducted by internationally reputable firms, some of whom are formers members of the FBI, CIA, MI5 and MI6, we also have very strong partnerships with governments who also assist us in another layer of due diligence on applicants to our programme.”
Hon Skerrit explained the two components of the programme.  Firstly, an individual who applies for citizenship can make a financial contribution and secondly, one can gain citizenship by making an investment in real estate to include for manufacturing and agriculture.  The Prime Minister explained that both Dominicans and foreigners wanting to become citizens can invest under this programme.
He assured that once a proposal for investment is made, applications must go through several channels before final approval.
“People who have proposals, submit them to the Invest Dominica Authority. The Cabinet has appointed a Technical Review Committee so when that proposal comes, it goes through the committee made of senior public officers. Then there is a Ministerial Review Committee which receives the recommendations from the Technical Committee. Their recommendations are sent to the Prime Minister who then, if satisfied with the project, takes it to Cabinet for final approval.
Of course of there is a number of due diligence mechanisms to ensure the best projects.”
Additionally, the Dominica leader said, measures have been put in place for staff of the CBI Unit and agents of the programme to go through anti-money laundering training.  All this is to increase due diligence at all levels.
“I want to say to you very clearly without any reservations that we are running a legitimate, above board, transparent economic citizenship programme in our country. I want us to understand this very clearly,” PM Skerrit asserted.
In addition to the Jungle Bay Resort which is the latest development under the programme, plans are also on stream for two more developments: the Bois Cotlette self sufficient plantation and historic site and the Petit Coulibri luxury hotel both in the Soufriere constituency.
Meantime, from the perspective of an investor, proprietor of Jungle Bay Resort, Sam Raphael has expressed high praise for the Citizenship by Investment Programme.
He was speaking with Shermain Green-Brown on Talking Point radio programme.
“It’s certainly something useful and a tool which we can use to really provide sustainable jobs for the island. There’s nothing about it that I am embarrassed about and I feel it is 100% above-board,” Raphael said.
Raphael, with the assistance of Government’s CBI programme, is working feverishly to begin construction on a new Jungle Bay Resort in Soufriere before the end of 2016.

Expedia reports increase in bookings to Barbados

There are an increasing number of persons booking rooms in Barbados through Expedia.

This was confirmed by Director of Expedia’s Caribbean offices, Demetrius Canton, during the recently-concluded Connect Barbados 50 Conference organised by the Barbados Tourism Management Inc.
He explained that room nights were up by 28 per cent and revenue up by 37 per cent in the first quarter of this year.
The Director also noted that at the end of 2015, Expedia’s Barbados business was up, with revenue and room night sales increasing by 36 percent and 34 percent, respectively.
“Many companies would die for that kind of growth. So I think I have to tip my hat to the partnership we have with our hotel partners, as well as the destination marketers with the BTMI,” he said.
Expedia has also reported that the booking pace – the rate at which reservations are made for a particular date, had increased by more than 37 percent in the first quarter of this year compared with the previous year, with the top three of Barbados primary source markets – the United States, United Kingdom and Canada, reporting bookings up to 29, 31 and 32 per cent, respectively.
Expedia, the second-largest producing tour operator for Barbados, delivered approximately US$17 million in business to local hotels in 2015. The Connect Barbados 50 Conference was designed to thank the tour operators for their efforts in promoting the island, while strengthening the relationship with them.
It also sought to educate them about the island’s tourism products, including new attractions and experiences; provide local tourism partners with the opportunity to conduct business-to-business meetings with the major tour operators on home soil; and to position Barbados as the preferred global warm-weather destination.
The Conference was also designed to highlight Barbados’ efforts as a romance and golf destination; and with respect to its 50th anniversary of Independence celebrations, media awards and accommodation.

The OECS commences plans to develop a Single Domestic Space

The OECS Commission will be hosting a high-level Symposium to develop a framework for the establishment of an OECS Single Domestic Space, within the context of the OECS Economic Union.

A key principle of the Single Domestic Space is that persons travelling within the Economic Union Area (EUA) should be treated as if they would already have been cleared for entry and satisfied all required border control formalities for entry into the EUA; and visitors arriving from outside the space should satisfy all border control checks only at the first point of entry into the EUA and then be able to move freely within the EUA, without subsequent border control checks.
The symposium will bring together key officials from the Member States of the OECS Economic Union including Commissioners of Police, Chief Immigration Officers, Comptrollers of Customs, Air and Sea Port Managers to examine, discuss and facilitate the exchange of ideas and information on facilities, systems, processes and procedures required to create this s ingle space for travel within the OECS region.
Some pertinent issues to be discussed at the Symposium include:

  1. Systems required for a harmonized border management, including the management structure for border agencies, and security procedures and systems;
  2. Procedures and systems for full clearance at Immigration and Customs at the initial port of entry into the Economic Union Area, including the separation of domestic and international travelers and ports of entry;
  3. Mechanism for information sharing and for intelligence gathering and sharing among border agencies within Member States and among Member States;
  4. Requirements and implications for the application of a Common Visa Regime;
  5. Mechanism for distinguishing between the movement of personal effects and the movement of commercial goods within the Economic Union Area, for the purpose of applying VAT and excise taxes where necessary; and
  6. Procedures for treatment of goods including passengers’ baggage, excisable goods (e.g. tobacco based products and alcohol for personal consumption) and personal and household effects owned by individuals relocating to another Member State.

The symposium will also target key regional partners including the CARICOM Secretariat, sub-agencies of CARICOM including CARICOM’ s Implementation Agency for Crime and Security (IMPACS), the Joint Regional Communications Centre (JRCC), and the Regional Security System (RSS).  Officials will also discuss ongoing initiatives and share experiences in the development of similar regimes, highlighting critical lessons learnt.
The symposium will be held from May 30th to June 2nd at the St. James Club in Antigua and Barbuda.

Dennery Windfarm on track to begin construction in 2016

Castries, May 25, 2016Close to one hundred (100) people attended the Town Hall Meeting in Dennery to discuss the proposed 12 megawatt (MW) wind farm to be located near the Bordelais Correctional Facility. The wind farm is a joint project of St. Lucia Electricity Services Limited (LUCELEC) and Windtex Energy, a wind developer from the US.

Town Hall Meeting - DenneryThe meeting received presentations from the Ministry of Sustainable Development, Energy, Science and Technology, LUCELEC and Windtex Energy on the purpose, current status and implementation schedule for the wind farm.
The 12MW wind farm will be the first of its kind in Saint Lucia. It will consist of four (4) turbines erected on the ridge near the Bordelais Correctional Facility.  At full capacity, it will generate enough energy to power approximately 19, 475 homes.  Its output will be equivalent to the production power of one of LUCELEC’s ten diesel engines. The wind farm is projected to reduce the amount of fuel purchased by the company by about ten percent (10%).
The project was officially launched in April 2015 with a test tower and equipment used to record wind speeds and direction to assist in the design of the wind farm. To date, a number of studies (including geotechnical and environmental impact) have been completed, paving the way for construction on the project to begin in December of this year, once the appropriate approvals have been secured.
Dennery residents were also briefed on job opportunities the project would provide for which an employment job fair will be held to fill a number of positions including truckers, laborers, security, accountants, engineers and surveyors. A number of services like housing, catering and rental cars will also be sourced from the surrounding area. Beyond the construction period job opportunities for maintenance of the wind farm would be available, for which training would be provided.
A healthy discussion followed the presentations with residents expressing interest in training and jobs as well as the impact the wind farm will have on the price they currently pay for electricity.
The wind farm project is expected to be completed in September 2017.

Statement on General Election and CXC Examination

The Ministry of Education, Human Resource Development and Labour wishes to assure all candidates/students who are writing the Caribbean Examinations Council’s (CXC) Caribbean Secondary Examination Certificate (CSEC) and the Caribbean Advanced Proficiency Examination (CAPE) examinations that all necessary steps have been taken to ensure the examinations scheduled for Monday, June 6, 2016 run smoothly without disruptions.
General election has been scheduled for Monday, June 6, 2016. Many schools, principally the primary schools, a few secondary schools and the Sir Arthur Lewis Community College, are used as polling stations for the general election. Moreover, this time of year is traditionally the period for many national and regional examinations. On Monday, June 6, the Caribbean Secondary Examination Certificate (CSEC) Food and Nutrition Paper I and Additional Mathematics Papers I and III are scheduled for 9:00 am and 1:00 pm respectively. Consequently, the following secondary schools will serve as both CSEC centres and polling stations: Anse Ger Secondary, Castries Comprehensive Secondary, Choiseul Secondary, Clendon Mason Secondary, Corinth Secondary, Entrepot Secondary, Gros Islet Secondary, Micoud Secondary, Vide Bouteille Secondary and the Vieux Fort Comprehensive Secondary. At the Sir Arthur Lewis Community College (SALCC), examinations for the Caribbean Advanced Proficiency Examination (CAPE) in Biology Unit 2, Economics Unit 2 and Spanish Unit 2 will be held.
On Friday, May 20, the Chief Education Officer Mr Marcus Edward met with principals of all secondary schools to discuss the arrangements for the concurrence of the general election and the examinations at the schools affected. At the end of the meeting, the principals agreed that the two activities run concurrently do not adversely affect each other. Moreover, the Electoral Department and the SALCC have already met and have made all arrangements for the sitting of the CAPE and the use of some buildings at SALCC as polling stations.
The CSEC and the CAPE examinations are regional examinations administered by the CXC. Therefore, the Ministry of Education, Human Resource Development and Labour received the blessings of the CXC for its examinations to be held simultaneously with the general election 2016.
