Climate Change and Sustainable Development High on Agenda at meeting with Chilean Ambassador

TRINIDAD:  May 4, 2016: Improving south-south cooperation in Trinidad and Tobago and CARICOM was at the center of a meeting with the Chilean Ambassador Fernando Schmidt Ariztía and Chief of the Horizontal South-South Cooperation Division Mr. Eugenio Pössel.

This meeting was hosted by Permanent Secretary Mrs. Joanne Deoraj on behalf of the Ministry of Planning and Development at their Port-Of-Spain Head Office. Also present were Mr. Kishan Kumarsingh, Head of the Multilateral Environmental Agreements Unit (MEAU) and Mr. Terry Mohomed, Assistant Director at the Technical Cooperation Unit both of the Ministry of Planning and Development.
The meeting was part of a two-part platform for dialogue aimed at fostering deeper south-south technical cooperation between the two countries and also to generate ideas for future cooperative opportunities for all in the Caribbean. Mr. Eugenio Pössel spoke on taking a sub-regional approach to five (5) key areas of focus; Food Security, Natural Disaster Management, Governance and Corporate Practices, Climate Change and the Triangularization of these and other similar Projects. The consultation concentrated on a discussion between the Ministry and the Chilean Team on south-south technical cooperation and solutions to achieving their respective mandates regarding sustainable development and achievement of their respective sustainable development goals.
The Permanent Secretary Mrs. Joanne Deoraj, stressed the Ministry’s willingness to engage with the Chileans in their respective projects and outlined the specific administrative measures the Ministry was currently undertaking to facilitate easier and more effective project coordination. She stressed the main goal was to facilitate a coordinated and consolidated response to international projects by bringing all portfolios under the Ministry’s purview under one specific unit. She also mentioned the Ministry’s interest in gaining expertise in population profiling and population studies via a triangular project with Chile and Mexico and technical cooperation in the area of cultural immersion and disaster management. Mr. Terry Mohomed of the Technical Cooperation Unit (TCU) also spoke on using technical cooperation between the countries to bolster the Public Sector Investment Programme (PSIP) and for other social programs geared toward poverty eradication. He stressed the need for expertise on monitoring and evaluation, and utilizing the best practice of the Chileans whose model in the area saw effective streamlining and selection of projects resulting in high impact initiatives.
Regarding Climate Change discussions at the meeting, Mr. Kumarsingh of the Multilateral Environmental Agreements Unit (MEAU) mentioned that his division was currently formulating an implementation plan around a Carbon Reduction Strategy geared toward the Transport and Power generation industry within Trinidad & Tobago. The aim of this strategy is to reduce emissions by 15% by 2030. The Multilateral Environmental Agreements Unit (MEAU) was also in the process of updating their national carbon strategy plan taking into consideration new international guidelines , recent developments and paradigm shifts on the issues as well as and developing a monitoring, reporting and valuation system. He also mentioned their exploration into the use of CNG vehicles to which the Chilean Ambassador expressed his great interest .In closing, both parties ended with the agreement to host further dialogue to utilize each other’s resources for mutual benefit for each country in a transparent and sustainable manner.

KITTS:  Basseterre, St. Kitts, May 03, 2016 (SKNIS):  Prime Minister of St. Kitts and Nevis, Dr. the Honourable Timothy Harris, who is in Washington D.C. to attend the United States-Caribbean-Central American (US-CCA) Energy Summit in Washington D.C. from May 3-4, 2016, is holding talks with officials from the United States Department of the Treasury on the burning and contemporary issue of correspondent banking prior to the opening ceremony of the US-CCA Energy Summit.
Prime Minister Harris holds the portfolio of Minister of Finance and is a member of the Eastern Caribbean Central Bank (ECCB) Monetary Council, which is the highest decision-making authority of the Bank.
The issue of correspondent banking and de-risking has become a major concern globally in light of the risk of money-laundering and terrorists financing. Banks in the Caribbean have come under the microscope for such risk and are therefore being threatened to strengthen their financial systems or face the consequences of being cut off from major international banks.
Governor of the ECCB, Timothy Antoine, said that we should be very concerned as a region about losing our relationship with other banks.
“We are very concerned in the region about that. There are in fact some of our banks that have been issued with notices either to have their services terminated or to have their services curtailed,” Mr. Antoine said at a recent press conference, while adding that “in some cases the fees have been doubled so that persons have to pay a lot more for the same service.”
“What is driving the issue globally is the risk of money laundering and terrorists financing,” he said.
Mr. Antoine also said that on a recent trip to Washington, he discovered that there is “a genuine concern among some of the bankers that they could be personally liable and they could be sent to jail and because of that they are extremely cautious—especially with the smaller banks—they look at the risk, they look at the cost versus the benefit and they basically decide, it’s not worth it, cut.”
The Governor of the ECCB said that it is impossible for a bank to survive without relationships especially in an age of wire transfers and that if the region loses its correspondent banking relationships then it would adversely affect sustainable development because it would affect sectors such as tourism, trade, travel, education, and remittances.
He said that the ECCB has developed a four-pronged strategy to deal with the fallout from correspondent banking. The first is advocacy using political and diplomatic channels to raise awareness and asking for a reasoned response. He said that the Region is not asking for a lowering of standards with respect to Anti-Money Laundering (AML) and Combatting Financing of Terrorism (CFT) regulations. The second is that national/indigenous banks have been required by the ECCB to sign on to the swift registry which enables KYCC (Know Your Customer’s Customer). He said that about half of the banks have done so. The third is amalgamation of national banks where banks can get together and muscle up to meet threat and address threats such as de-risking and also to be able to compete. The fourth is the establishment of a non-deposit bank in the United States. He said that at the very least a Caribbean owned bank will be a bit more sensitive and better understanding of the Caribbean risks. He however admitted that he didn’t see this happening at the level of governments but rather the private sector.
The multi-lateral agency, the International Monetary Fund (IMF), reported that up until June of 2015, about 10 banks in the region in five countries had lost all or some of their currency with respect to correspondent banking relationships.
On May 20, 2014, the United States Department of the Treasury issued a FinCEN advisory to alert financial institutions that certain foreign individuals were abusing the Citizenship-by-Investment (CBI) Programme sponsored by the Federation of St. Kitts and Nevis to obtain passports for the purpose of engaging in illicit financial activity and that financial institutions can mitigate exposure to such risk through customer due diligence, including risk-based identity verification consistent with existing customer identification programme requirements.
The Advisory at the time stated clearly that the US Department of the Treasury was not pleased with the poor management of the CBI Programme under the ousted Douglas-led Administration. Under Douglas’ watch, the St. Kitts and Nevis’ CBI Programme was branded as “attractive to illicit actors because the programme, as administered, maintains lax controls as to who may be granted citizenship.” The advisory further stated that “While the St. Kitts-Nevis government has publicly pledged to improve these controls, FinCEN believes that they remain ineffective.”
Since sweeping to power in the February 2015 General Elections, the Government of National Unity has been on a campaign to reform the CBI Programme and has put several mechanisms in place such as adding new professional staff, with training and professional competencies; the introduction of a new citizen case management system for faster processing of applications which allows for 24-hour access for the input of applications, as well as tracking of applications as they work through the system; and the commissioning of a technical committee which institutes a more formal and documented process over the denial of applications.
“We recognized that mistakes had been made by the former regime.  The programme had been abused to a point that was willful, almost dishonest. The people voted for a change,” Prime Minister Harris said.
Well known Washington power broker Lanny Davis has agreed to help St Kitts and Nevis in its efforts to remove the FINCEN Advisory on St Kitts and Nevis.  Lanny Davis is a lawyer and communicator with decades of experience. He has served in numerous roles, most significantly as former White House special counsel to President Clinton.

Citizenship-by-Investment unit turnaround a major success story

ST. KITTS:  BASSETERRE, ST. KITTS, MAY 4th, 2016 (PRESS SEC) – The status of St. Kitts and Nevis’ citizenship-by-investment programme was a topic of discussion at the roundtable that took place on Thursday, April 28th between the Government and the St. Kitts-Nevis Chamber of Industry and Commerce.
Attorney General, Honourable Vincent Byron, Jr., and Cabinet Secretary, Mrs. Josephine Huggins joined Prime Minister Dr. the Honourable Timothy Harris for the discussion with the Chamber officials at Government Headquarters.  Representing the Chamber were the newly installed President, Mr. José Rosa; Immediate Past President, Mr. Damion Hobson; Executive Director, Mrs. Brenda John; Chairman of the Manufacturing Division, Mr. Keithley Phillip, and Adviser to President Rosa, Mr. Mark Wilkin.
President Rosa enquired about the performance of the Citizenship-by-Investment Unit (CIU), particularly in relation to the average application processing time.
The Attorney General countered, saying, “To me, this has been an area that a lot has not been said about, and I start off by reading this text message from a service provider because it is very instructive.”
Honourable Vincent Byron, Jr., then read from his phone: “We received an application back in less than 45 days.  First time ever to experience it, and the overseas agent was super impressed and if it continues they will move back all their business to SKN!  Great work to all that are involved with the impressive efficiency.”
The Attorney General put his phone on the table and told the Chamber officials, “I think this, for us, has been a major success story that has been untold.”
Attorney General, Honourable Vincent Byron, Jr., continued: “When the Government got into office in February 2015, the Citizenship-by-Investment Unit had applications in excess of 18 months, averaging 12 months.  There was a massive bottleneck at the Unit.  The Moghadam issue, the FinCEN advisory, and the visa-free waiver being revoked by Canada are what have dominated the airwaves, but service providers had lost confidence and felt that they could not get their applications addressed.  The CIU was seen as a government bureaucratic department and not an efficient financial institution.”
All of these scandals that had captured public attention and sullied the reputation of the citizenship-by-investment programme took place under the Douglas-led administration.  The people of St. Kitts and Nevis voted on February 16th, 2015 and toppled that administration in favour of the Team Unity Government led by Prime Minister Dr. the Honourable Timothy Harris.
The Attorney General told the Chamber officials that the Cabinet Secretary, Mrs. Josephine Huggins is personally responsible to the Cabinet and the Prime Minister for overseeing the reforms at the CIU.
“It is a job that we don’t speak about, but it is one that we are exceptionally proud of, to have turned around the Unit. It is an efficient unit that works.  The Cabinet Secretary goes there on Saturday and Sunday.  We are there seven days a week processing it,” the Attorney General said.
The Government inherited a backlog of over 1,500 citizenship applications.  Impressively, the backlog has been significantly reduced.  Moreover, current applications to the CIU are being turned around within 45 to 75 days while cold files are attended to on a daily basis.  Also, the CIU is now using three due diligence service providers.  Importantly, too, the Unit now offers a 24/7 case management system, meaning service providers can access information on the status of their applications at any given day or time.
“We are definitely going to cascade this information to our members,” CIC President, Mr. José Rosa said.  “I am glad for the information that you have shared with us today,” he added.
“It has been really reassuring to hear an update on the situation, and that story needs to be told,” Mr. Mark Wilkin said.

United States—Caribbean heads of government to hold citizen security discussion

KITTS:  Basseterre, St. Kitts, May 04, 2016 (SKNIS):  Caribbean Heads of Government have gathered in the US Capital, Washington D.C., where they will hold discussion with the U.S. Department of State on Border Security in the Caribbean and Increasing the Impact of U.S.—Caribbean Security Engagement on Wednesday, May 4, 2016.
The two hour discussion will take place at the US Department of State while government, finance, and private sector leaders from the U.S. and representatives of the international community are presently gathered in Washington D.C. for the United States-Caribbean-Central American (US-CCA) Energy Summit from May 3-4.  The main objective of the Energy Summit is to promote a cleaner and more sustainable energy future in the Caribbean through improved governance, energy diversification, greater access to finance, and donor coordination.
Prime Minister Dr. the Honourable Timothy Harris has led a delegation to Washington D.C. comprising of the Minister of Public Infrastructure with responsibility for Energy the Honourable Ian Patches Liburd, Cabinet Secretary Mrs. Josephine Huggins, and Justin Hawley, Representative at the Embassy of St. Kitts and Nevis to the United States of America.
Prime Minister Harris, who will be a part of the United States—Caribbean Heads of Government Citizen Security Discussion along with his counterparts is expected to hold discussion on border security in the Caribbean that will center on the United States and the Caribbean continuing to seek ways to strengthen their shared land and maritime borders to facilitate secure travel and trade, reduce the ability of criminals to traffic illicit goods, and prevent terrorists from operating in the region. The session will allow Caribbean leaders to discuss how the Caribbean is collectively strengthening the region’s borders and identify areas in which collectively they can strengthen or expand their collaboration.
The discussion on increasing the impact of U.S.—Caribbean Security Engagement will focus on how the United States and the Caribbean can collaborate with each other to advance their shared citizen security objectives through bilateral cooperation and regional engagement. The key question will be: How can the United States and the Caribbean increase the impact of their collective efforts through such senior-level dialogue?
The Citizen Security discussion is hosted and moderated by Counselor of the U.S. Department of State, Kristie Kenney.  Prime Minister of Trinidad and Tobago, Dr. the Honourable Keith Rowley, will give opening remarks for the Caribbean and also closing remarks.
While in Washington D.C., Prime Minister Harris also met with the United States Department of the Treasure where the discussion was concentrated on correspondent banking.

PM Seeks to Improve Health Care in T&T

TRINIDAD:  May 4, 2016: Following the arrival in Washington D.C. of the Trinidad and Tobago delegation led by Prime Minister Dr Keith Rowley on Monday 2nd May 2016, a meeting was held between Prime Minister Rowley and President of Howard University Dr Wayne Frederick today (Tuesday 3rd May, 2016).

The discussions at this meeting centred around the opportunity for Trinidad and Tobago and Howard University to collaborate in the areas of health care training and other human resource issues with a view to improving health care delivery in Trinidad and Tobago. It is notable that Dr Frederick was born in Trinidad and Tobago.

Prime Minister Rowley also met today (Tuesday 3rd May, 2016) with President of the Inter-American Development Bank (IADB) Mr Luis Alberto Moreno at the bank’s headquarters in Washington D.C.
Immediately following the meeting with the IADB, Prime Minister Rowley and the Trinidad and Tobago delegation attended a cocktail reception in their honour co-hosted by U.S. Secretary of State John Kerry and the Council of the Americas at the U.S Department of State. The reception served as both the close of the Council of the Americas 46th Annual Washington Conference and the opening of the U.S. Caribbean Central American Energy Summit.
Additionally today (Tuesday 3rd May, 2016), Minister of Foreign and CARICOM Affairs Senator Dennis Moses represented Trinidad and Tobago at a meeting with the U.S. Treasury Department on issues surrounding correspondent banking. It is notable that this issue was also a point of discussion at the recently held Twenty-Seventh Inter-Sessional Meeting of the Conference of Heads of Government of the Caribbean Community held 16-17 February, 2016 in Placencia, Belize which Minister Moses also attended.
 

Customs and Trade Facilitation Training held under the CARIFORUM-EU EPA

TRINIDAD:  May 3, 2016: The Ministry of Trade and Industry in collaboration with the CARIFORUM Secretariat and the European Union facilitated a training workshop on Customs and Trade Facilitation on Tuesday 3rd May, 2016.

The one day training session which targeted stakeholders of Customs and other trade regulatory agencies and the private sector formed a part of the capacity building programme related to the Customs and Trade Facilitation aspects of the Economic Partnership Agreement (EPA).
 
Ms. Karlene Roach, Acting Deputy Permanent Secretary, Ministry of Trade and Industry in her Opening Remarks said that ‘Trinidad and Tobago’s Policy Framework is focused on maximizing the benefits and opportunities under the EPA; as such capacity building in customs and trade facilitation is critical to enable T&T to take advantage of opportunities afforded by the EPA.  The training will enhance the human, legal and institutional capacity of both the public and private sector to better allow T&T to honour its commitment and attain the objectives of the EPA’.  She also thanked the CARIFORUM Secretariat, Consultants at Equinoccio and the European Union for their contributions in making this training course a reality.
 
In his Opening Remarks to the fifty (50) plus participants, Mr. Glen Singh, Acting Comptroller, Customs and Excise Division, Ministry of Finance underscored the importance of the training.  He said ‘the course will provide a good understanding of how the EPA is designed to be a driver of change that will help kick start reform and contribute to good economic governance which will help the Region attract investment and boost economic growth’.

The training course expounded on areas such as what is trade facilitation; the identification of trade facilitation measures in EPA; Principles of modernized Customs Legislation; Modern Customs Techniques and Mechanisms for Customs Cooperation.  Participants of the training programme included representatives from the Ministry of Agriculture, Land and Fisheries; Customs and Excise Division, Ministry of Finance; exporTT Limited; The Shipping Association of Trinidad and Tobago; Trinidad and Tobago Bureau of Standards; Trinidad and Tobago Manufacturers’ Association; Point Lisas Industrial Port Development Corporation Limited; American Chamber of Trinidad and Tobago; Port Authority and the Ministry of Trade and Industry.

Sand sculpting challenge set for International Day of Families

ST. KITTS:  Basseterre, St. Kitts, May 03, 2016 (SKNIS): The Father-Child Sand Sculpting Challenge which was slated for March will be held on Sunday, May 15, at North Frigate Bay Beach (Marriott).

The Department of Youth Empowerment is ratcheting up its call for fathers to engage with their children in this activity designed to build relationships and strengthen family bonds. It falls on the International Day of Families which observes the theme: “Families, Healthy Lives and Sustainable Future.” The nature of the Sand Sculpting Challenge taps into the competitive spirit, but officials at the government agency say the focus is not on the competition.
“It’s more focused on having an event where dads can go out and ‘chill’ with their children on the beach,” Youth Officer Jermaine Pemberton said. “We want to see fathers become leaders of the family and the households again and step up to become role models for their children.”
Mr. Pemberton has been reaching out to communities through various media to encourage registration. Last week, he was seen distributing flyers at football matches. He also did the same at basketball games which typically attract more males.
“Even though you may not be in your comfort zone, you don’t know the impression that this experience will leave on your child so persons should take advantage of this opportunity,” he added, while noting that sand sculpting novices may feel intimidated.
Free registration is available in two categories. The first category is one father plus one or two children between the ages of three to 16 years, while the second is: one father plus three to five children ages three to 16 years. Registration forms are available at the Department of Youth Empowerment on Church Street and also at all schools in St. Kitts. Additional information is available via telephone 467-1393.

Italian government funds hazard warning system

ST. LUCIA:  The support from the Government of Italy comes as a result of a Sep. 2015 request made by Saint Lucia’s Minister for Sustainable Development in a meeting with the Italian environment minister.

The Italian government has agreed to provide financial support to the Government of Saint Lucia for a state-of-the-art flood and hazard early warning system and information centre.
The agreement between the two countries was formalized during the recently concluded signing ceremony for the Paris Agreement at the UN Headquarters in New York.
Saint Lucia’s Sustainable Development Minister Hon. Dr. James Fletcher and his Italian counterpart, Hon. Gian Luca Galletti signed the agreement.
The early warning system will involve the establishment of a multi-hazard information centre for natural disasters forecasting and early warning, that combines information derived from multiple ground and satellite sources, and provides concrete information on upcoming extreme weather events and their potential impact on the island.
The information centre will provide extreme weather events forecasting and early warning alerts; flood hazard mapping and alerts; multi-hazard risk assessments, fisheries control, oil spill detection and forest monitoring.
It will be supported by state-of the-art operational capabilities such as COSMO-SkyMed 7 – a constellation of four radar satellites funded and designed by the Government of Italy and used by government institutions and industries worldwide in numerous operational scenarios, many of which are related to natural disasters alert and response systems. There will also be support by On-Demand-Mapping-Services for Emergency; the unique industrial operational capability of providing rapid pre and post event maps worldwide, based on the analysis of satellite images acquired immediately after an event.
The support from the Government of Italy comes as a result of a Sep. 2015 request made by Saint Lucia’s Minister for Sustainable Development, Hon. James Fletcher, in a meeting with the Italian environment minister and other senior officials from the Italian government, in New York at the UN Headquarters. During that meeting Dr. Fletcher requested assistance for Saint Lucia to deal with the impacts of extreme weather events, particularly flooding and landslides that caused loss of lives and severe damage to property and livelihoods.
The project was designed by Italian company E-Geos, which will be responsible for the installation of equipment and the training of Saint Lucian officers who will use it. The project is expected to provide Saint Lucia with sophisticated technology that will allow the country to predict the likely impacts of threats from climate change, while at the same time create the basis for the development of a “centre of excellence” for the study of the effects of climate change and the use of geospatial systems.
The flood and hazard early warning system and information centre will be funded by the Italian government at a cost of Euro 2.5 million.

DOMINICA:  The Department of Local Government and Community Development celebrates its 27thanniversary under the theme ‘Localizing the Sustainable Development Goals’.

Hon. Acting Minister for Social Services, Family and Gender Affairs, Roselyn Paul, addressed the nation on Tuesday, May 3rd, on the occasion of Local Government Month.
“Let me from the onset recognize the role played by Local Government practitioners, community-based groups, the numerous volunteers who on a daily basis contribute to nation building. I need at this juncture to applaud the contributions made by various publics, individuals, organizations, and institutions in the response and recovery efforts post Tropical Storm Erika.”
Hon Paul noted that Government is tasked to localize the sustainable development goals. She referenced the ground breaking ceremony of the West Bridge as one of the ways the Government is responding to that goal.
“In terms of responding to this goal many persons witnessed the groundbreaking ceremony by the Government of Dominica on Friday 22nd April to commence work on the West Bridge across the Roseau River. In terms of safety in the city, it is expected that dredging will take place to allow for easier flow of water inclusive of retaining walls which will control the flow.
“This is just one practical example of making our cities safer, resilient and sustainable. One can also add the urban renewal plans for the city of Roseau and the town of Portsmouth which will assist us in meeting.”
The Minister says the issue of climate change should be taken very seriously.
“Goal number 13 which is ‘take urgent action to combat climate change and its impact’ must be brought to the fore. Tropical Storm Erika taught us a lesson that the effects of climate change is real and it should be everybody’s business. Increase in vectors and disease such as Zika and Chikungunya is also an identified climate change associated issue that we most continue to take proactive action against.  I am very happy with the feedback from numerous publics with regards to mainstreaming risk reduction and mitigation and initiating adaptation measures to combat climate change effects which is inkeeping with the Central Government’s thrust.”
The Government of Dominica makes tremendous financial contributions to local authorities for development projects and programmes in communities.
Also, over $2m is given to councils annually in the form of subvention. The Government of Dominica is committed to moving local government reform forward.

Barbados’ tourism industry is set to get a major boost with the new daily JetBlue direct flight between this country and Fort Lauderdale, Florida.

Additionally, many Barbadians can now access this service to shop and visit family and friends living in south Florida, as the new service offers cheaper flights.
That was the consensus as Jet Blue’s Flight 385 left Gate 9 at Fort Lauderdale-Hollywood International Airport, bound for the Grantley Adams International Airport in Barbados.
It did so amidst the fanfare of steel pan music; instrumentals by saxophonist Elan Trotman; and appearances by the Bajan Forever Crop Over Band based in Miami, Florida, as well as Miami Dolphin Cheerleaders.
During the festivities, Chairman of the Barbados Tourism Management Inc., Alvin Jemmott, pointed out that he was especially pleased to have the new Jet Blue service operating out of Fort Lauderdale. According to him, his organisation started a relationship with Jet Blue back in 2009, and, since then, the relationship has experienced phenomenal growth.
“We have doubled, tripled, quadrupled and keep growing. We started out at JFK and we have now moved service from JFK to Boston. We’ve added the mint service out of Boston and here we are in Fort Lauderdale,” the Chairman explained.
He added that the relationship with Jet Blue contributed to the record breaking arrival numbers of visitors to Barbados over the past year. “Their airlift to the destination continues to allow us to achieve our strategies in terms of growing business to the destination, and we want to say a big thank you to Jet Blue and our partners in the diaspora,” Mr. Jemmott remarked.
Chief Executive Officer of Jet Blue, Robin Hayes, who flew to Barbados onboard the inaugural flight, explained that the decision to operate a flight out of Fort Lauderdale had been a long-term dream of his, coupled with numerous requests for such a service. He said that he was “extremely happy” to have the service.
Also voicing his pleasure at the new flight route was Vice President of the Greater Fort Lauderdale Convention and Visitor’s Bureau, Carlos Molinet.
He pointed out that with more than 240,000 residents from the Caribbean living in Broward Country, the Greater Fort Lauderdale area continued to have a growing appeal for the Caribbean, not only for its diverse population, but for business travel.
He added that he expected the increased airlift to facilitate an increase in visitor arrivals to Fort Lauderdale for events like the One Caribbean Festival, Caribbean Premier League T20 Cricket and the upcoming 3rd Caribbean Style Week at Westfield Mall in Broward.
Jet Blue’s Flight 385 exited the tarmac after workers at Gate 9 staged a march past holding a large Barbadian flag and a water salute.
