Hurricanes amid COVID-19 pandemic

CARICOM Leaders prepare for hurricanes amid COVID-19 pandemic

Heads of Government of the Caribbean Community (CARICOM) have received proposals for dealing with the possibility of responding to a hurricane within the COVID-19 outbreak.

At their 11th Special Meeting held by video conference on Monday 17 August, the Heads of Government recognised that such an occurrence would add a significant layer of complexity and would have an impact on regional response efforts. The Caribbean Public Health Agency (CARPHA) and the Caribbean Disaster Emergency Management Agency (CDEMA) made presentations to the meeting which was presided over by Dr. the Honourable Ralph Gonsalves, Prime Minister of St. Vincent and the Grenadines, the Chair of the Conference of Heads of Government.

The Heads of Government noted that countries in the Region had already been grappling with a multi-hazard scenario since January 2020. This included a drought in some States which, according to the Caribbean Institute for Meteorology and Hydrology (CIMH), has persisted since 2019 and the COVID-19 outbreak.

Heads of Government stressed the need for continued vigilance of the Health and Border Authorities to prevent more importation of new cases of COVID-19. This needs to be matched by heightened national surveillance to prevent the establishment of the community transmission of the disease. They agreed to encourage the enforcement of protocols for public health measures to reduce the risk of closure of key sectors and loss of life.

In acknowledging the progress of the COVID-19 Tourism Task Force in developing tourism guidelines and training workers, Heads of Government agreed to support approaches that promote testing before travellers leave the sending countries as well as testing on arrival in the Member State. This would promote sustainability of the return of safe tourism in CARICOM.

They mandated CARPHA to prepare a framework for the protocols to operate a bubble within the Region to facilitate travel and boost domestic tourism.

Gasoline and LPG prices increase

Gasoline

The Public is hereby notified that in keeping with changes in international oil prices and Government’s application of the modified market pass-through petroleum pricing mechanism, the retail price of gasoline, diesel per gallon, LPG 20, 22 and 100 lb cylinders has changed. The retail price of diesel per litre and kerosene remains unchanged. The price changes take effect from Monday, August 10, 2020.

  • GASOLINE increased from $2.63 to $2.67 per litre or $11.95 to $12.13 per gallon
  • Kerosene remains unchanged at $1.57 per litre or $7.15 per gallon 
  • Diesel remains at unchanged at $2.35 per litre or increased from $10.68 to $10.69 per gallon
  • 20 Pound Cylinder (9.07 kg) increased from $27.35 to $27.70 per cylinder 
  • 22 Pound Cylinder (9.98 kg) increased from $30.09 to $30.47 per cylinder 
  • 100 Pound Cylinder (45.36kg) increased from $159.37 to $162.82 per cylinder 

The Public is informed that the next adjustment of the retail price of fuel products will be on Monday, August 31, 2020.

CARICOM Covid-19 Response Agri-Food Plan

The Caribbean Community is committed to reducing its food import bill by at least 25% over the next five years. So says Mr. Joseph Cox, Assistant Secretary-General Trade and Economic Integration at the CARICOM Secretariat.

The senior regional public servant recently opined that the Covid- 19 Pandemic has further highlighted the need to ensure affordable access to food and this has led to the development of the CARICOM Covid-19 Response Agri-Food Plan or 25 in 5. He stated the Plan has been specifically designed to treat with effective access and the optimization of production. It further outlines the specific steps which must be taken within the CARIOM Region, to ensure that the health crisis does not become a food crisis.

Mr. Cox was speaking at a recent webinar facilitated by the Food and Agriculture Organization (FAO). Key to the CARICOM Agri-Food Plan is Member States ensuring the supply chain for critical products continues uninterrupted, even while seeking opportunities for import substitution.

Underpinning the 25 in 5 strategy, is the Caribbean Community Agriculture Policy (CAP).  The major pillars of the CAP are:

  • Food and Nutrition Security;
  • Sustainable Development of Natural Resources;
  • A modern Agricultural Knowledge and Information System;
  • Rural Modernization and Youth Programmes; and
  • Production and Trade Value Chains Development.

The FAO webinar was titled Multilateral Action to Prevent the Health Crisis from Becoming a Food Crisis.

Labour Market Needs Survey 2020

Central Statistical Office

The Central Statistics Office is moving ahead with the execution of the Labour Market Needs Survey as part of the first phase of the Human Capital Resiliency Project (HCRP) funded thr·ough the World Bank.  The Labour Market Needs Survey seeks to find out about current labour market trends and seeks to provide a snapshot of businesses’ opinions on training and strategic skill needs as well as an overall assessment of economic, social and technical drivers of market growth.

The field work for the survey commenced on Monday 03 August 2020 and is expected to continue into the end of September. During this time field officers attached to the Central Statistics Office will be engaging a sample of business establishments via telephone and face-to-face interviews to complete a questionnaire relating to the labour market.

The Central Statistics Office is seeking the assistance and cooperation of the selected business establishments to complete the questionnaire in an accurate and timely manner to ensure the reliability and success of the survey.

OECS Photovoltaic Training and Certification for Installers and Electrical Inspectors

Current and potential solar photovoltaics (PV) practitioners in the Eastern Caribbean will soon benefit from a training and international certification programme. The programme is aimed at persons who are currently working or are interested in the industry but lack internationally recognised certification.

Approximately 150 women and men will be trained in the installation of PV systems as part of this initiative. Additionally, 25 electrical inspectors will be trained to approve and certify grid-tied PV systems based on international standards for efficiency and safety.

The initiative is being pursued under the Sustainable Energy for Eastern Caribbean (SEEC) Programme of the Caribbean Development Bank (CDB), therefore the beneficiaries will come from the six independent OECS Countries which are participating in SEEC, namely: Antigua and Barbuda, the Commonwealth of Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia and Saint Vincent and the Grenadines.

The SEEC Programme is executed by the CDB with funding provided by the United Kingdom Department for International Development (DfID), the European Union (EU) and CDB with the Organisation of Eastern Caribbean States (OECS) Commission as a collaborating partner. The capacity-building PV training and certification programme is being managed by the OECS Commission and delivered by Green Solutions International, a regional sustainable energy training company.

“Solar energy is the fastest growing renewable energy segment in the Caribbean and the market is expected to continue to expand as demand for sustainable technologies increases. Key to supporting the growth of the solar industry is a cadre of trained professionals who can correctly design, install and maintain PV systems,” said Joseph Williams, Head (ag.) of the Renewable Energy/Energy Efficiency Unit at the CDB.

“On successful completion of the training course, participants will be able to sit an examination for certification by the North American Board of Certified Energy Practitioners.”

The training will take place from July to October 2020 with the first cohort of trainees beginning on 27th July. Given the COVID-19 restrictions, courses will be conducted online to allow participants flexibility in study and to learn at their own pace.

USVI launches online portal to prescreen all travelers

The U.S. Virgin Islands Department of Tourism announced the launch of phase one of a new online portal that will prescreen and assist with the certification process of all travelers prior to their arrival in the Territory. The goal is to reduce the spread of Coronavirus Disease 2019 (COVID-19).

The U.S. Virgin Islands Travel Screening Portal facilitates pre-arrival processing, thereby improving efficiency, reducing delays, and providing a more seamless traveler experience.

The development process will next integrate mobile optimization for the portal, followed by a hybrid mobile application launch, and artificial intelligence to automate the processing of laboratory test results from travelers visiting from highly impacted states and territories.

The secure portal, a result of the coordinated efforts of the Office of the Governor, the Virgin Islands Department of Health, the Virgin Islands Port Authority, the Ports of the U.S. Virgin Islands, and the Department of Tourism can be found at www.usviupdate.com/travelportal.

The Government of the U.S. Virgin Islands will provide oversight with respect to Health Insurance Portability and Accountability Act (HIPAA) compliance and other best practices to ensure the confidentiality and privacy of user information and personal data, and the overall integrity of the process.

Upon visiting the portal, all travelers will be greeted with a welcome that guides them through a series of screens, including General Information, Terms and Conditions, Traveler Information, and the COVID-19 Traveler Screening Tool. After travelers from highly impacted areas upload their COVID-19 test results, the information submitted will be processed in 24-48 hours and a certification code issued immediately upon completion.

For most travelers, the portal screening and certification will eventually replace the existing manual procedure, which requires the physical completion and review of the COVID-19 Traveler Screening Tool at the Territory’s ports of entry. Once the passenger arrives, the Virgin Islands Port Authority, in conjunction with the Department of Health and the Virgin Islands National Guard, will process the traveler using the validation generated from the portal in addition to performing temperature checks with a thermal scanner.

“Our team has been working tirelessly to adapt to a rapidly changing operational environment in this ‘Open Doors’ phase of the pandemic,” said Commissioner of Tourism Joseph Boschulte, “and we continue to update our practices and procedures as recommended by the Centers for Disease Control and Prevention and local health officials.”

The Commissioner applauded the efforts of the interagency teams and stated that the online portal, which prescreens all travelers and validates COVID-19 test results, is another positive step towards keeping residents and visitors safe.

Any traveler aged 15 and older whose home state (state of residence) has a COVID-19 positivity rate greater than 10 percent will be required to produce a negative COVID-19 antigen (molecular/PCR/rapid) test result received within five days prior to travel to the U.S. Virgin Islands or a positive COVID-19 antibody test result received within four months of travel to the Territory. Currently, residents of Puerto Rico are also subject to this requirement.

COVID-19 test results are also required from travelers, 15 years old and older, who have spent more than seven days in and are traveling from a state with a positivity rate greater than 10 percent. moving toward the west near 18 mph (30 km/h). A general westward to
west-northwestward motion is expected for the next couple of days.
On the forecast track, Gonzalo will move across the southern
Windward Islands Saturday afternoon or evening and over the eastern
Caribbean Sea on Sunday.

Maximum sustained winds are near 40 mph (65 km/h) with higher
gusts. Some slight strengthening is possible before Gonzalo reaches
the southern Windward Islands. Weakening is expected after Gonzalo
moves over the eastern Caribbean Sea and the system is forecast to
dissipate early next week.

Tropical-storm-force winds extend outward up to 25 miles (35 km)
from the center.

The estimated minimum central pressure is 1008 mb (29.77 inches).

Gonzalo is expected to produce total rain accumulations
of 2 to 5 inches, with isolated maximum amounts of 8 inches in
Barbados and the Windward Islands through Sunday night. Gonzalo is
also expected to produce total rain accumulations of 2 to 4 inches
in Trinidad and Tobago as well as 1 to 2 inches over northeastern
Venezuela. Rainfall in Barbados and the Windward Islands could lead
to life-threatening flash floods.

the eastern Caribbean Sea and the system is forecast to dissipate

…EXPECTED TO BRING TROPICAL STORM CONDITIONS TO PORTIONS OF THE
ISLANDS ON SATURDAY…

At 1100 AM AST (1500 UTC), the center of Tropical Storm Gonzalo was
located near latitude 10.0 North, longitude 54.2 West. Gonzalo is
moving toward the west near 18 mph (30 km/h). A general westward- to
west-northwestward motion is expected during the next couple of
days. On the forecast track, the center of Gonzalo will approach the
southern Windward Islands tonight and then move across the islands
on Saturday and over the eastern Caribbean Sea on Sunday.

Maximum sustained winds are near 50 mph (85 km/h) with higher gusts.
There is considerable uncertainty in the intensity forecast, but
some strengthening is still possible during the next day or so
before Gonzalo reaches the southern Windward Islands. Weakening is
expected after Gonzalo moves into the Caribbean Sea, and the cyclone
is expected to dissipate by the middle of next week.

Gonzalo is a small tropical cyclone. Tropical-storm-force winds
extend outward up to 25 miles (35 km) from the center.

The estimated minimum central pressure is 1002 mb (29.59 inches).
