Statement on Botham by Chairman of OECS

Botham

Statement on Botham Jean by Chairman of OECS Authority, Prime Minister Hon. Dr. Ralph E. Gonsalves.

Over the last two weeks the people of this region, North America and indeed many other parts of the world have been following the rather sad, perplexing, and horrifying case of Botham Shem Jean, a 26-year-old citizen of Saint Lucia and the OECS.

Ralph Gonsalves
Chairman of OECS Authority, Prime Minister Hon. Dr. Ralph E. Gonsalves

It is an undeniable fact that Botham Shem Jean was shot and killed while in the sanctity and comfort of his own home on the night of September 06, 2018 by a uniformed officer of the Dallas City Police.

Botham Shem Jean had committed no crime, nor was he contemplating or conspiring to commit any crime. From every indication, Botham Shem Jean was a proud product of our Caribbean Civilization – bright, God-fearing, respectful of others, humane and full of promise.

…and so, it is a great loss that we all feel, and for which we sympathise deeply with his family and friends. The people of our region, from the OECS and beyond, want to let it be known to the United States of America and indeed to the entire world that we stand firmly in solidarity with the family and friends of Botham Shem Jean, and with the Government and people of Saint Lucia in their demand for justice.

We wish to make it clear that our small size or perceived ranking in global affairs should not lead to false assumptions or conclusions about the strength of our resolve and determination in the fight for justice.

We are dismayed by the despicable attempts by some to smear the character of Botham Shem Jean, and call upon the authorities in the State of Texas and elsewhere in the United States of America to work to ensure that justice prevails in this matter.

Prime Minister, the Most Andrew Holness, on Sunday (Sept. 23), declared a State of Public Emergency (SOE) in sections of the Kingston Central, Kington Western, and St. Andrew South Police Divisions.

Making the announcement during a media briefing at the Office of the Prime Minister (OPM), Mr. Holness said the enhanced security measure will initially last for 14 days, and is a response to increased criminal activities several communities.

A Proclamation to this effect was signed by Governor-General, His Excellency the Most Hon. Sir Patrick Allen.

The SOE starts at the intersection of Oakland Road and Spanish Town Road in the north, and extends north-easterly along Oakland Road, south-easterly onto Waltham Park Road; north-easterly along Delamere Avenue; easterly along Delacree Road to the intersection with Maxfield Avenue; southerly along Maxfield Avenue; easterly along Rousseau Road; southerly along Lyndhurst Road then onto Studio One Boulevard, to the intersection with Slipe Road.

The eastern boundary runs from the intersection of Studio One Boulevard and Slipe Road, and extends southerly onto Orange Street; west, along Harbour Street; south, onto Pechon Street and southerly along Ocean Boulevard, to the shoreline in the vicinity of the Kingston Craft Market.

The southern boundary starts at the corner of Ocean Boulevard, south of the Kingston Craft Market, and extends north-westerly along the shoreline to the south-western corner of the PETROJAM compound.

The western boundary starts at south-western corner of PETROJAM and extends north-easterly along the western end of the oil refinery’s compound to a point of intersection with Marcus Garvey Drive; north-westerly along Marcus Garvey Drive to the intersection with Fourth Street; north-easterly along Fourth Street onto Third Avenue, then to Sixth Street, continuing north-easterly along a short segment of track onto MOU’s Trail to its intersection with Spanish Town Road; and north-westerly along Spanish Town Road back to Oakland Road.

Communities falling within the boundaries of the State of Public Emergency are: central downtown (market and business districts); Denham Town; Greenwich Town; Hannah Town; Jones Town; Tivoli Gardens; Trench Town (Rose Town and Arnett Gardens); and Whitfield Town.

Mr. Holness said the Government sees it necessary to use the extraordinary powers within the State of Public Emergency, to “address long standing and entrenched crime, and public order issues,” in some of the communities within the police divisions.

He emphasized that criminal activities have curtailed businesses, undermined the rule of law, and have deprived citizens of their general right to live peacefully.

The Prime Minister indicated that careful planning went into the security measure, taking into account traffic flows, students attending school, and business operations, while pointing out that the areas affected will get increased support from the security forces.

LINX point of sale debit card system

Linx

Ministry launches point of sale debit card system ( LINX ).

The Ministry of Works and Transport is pleased to announce the introduction of the Point of Sale Debit Card System (LINX ) at Licensing Offices across Trinidad and Tobago. This system will be implemented on a phased basis, commencing at two locations – Licensing Headquarters Frederick Settlement, Caroni and Wrightson Road Port of Spain.
Members of the public can now utilise their debit cards as a method of payment when conducting transactions.

Please note that the limit on your debit card transactions at Licensing Office is subject to the daily limit approved by your respective banking institution. For instance, if your approved daily limit is three thousand dollars ($3000.00), your transaction via debit card cannot exceed this amount. In cases where the cost of your transaction exceeds the daily limit of your banking institution, part payment can be made via your debit card and the remaining balance can be paid in cash.

It is critical to note that Credit Cards and Pre-paid International Debit Cards are not approved for use at Licensing Offices across Trinidad and Tobago. The point of sale devices will accept Linx Debit Cards Only. The benefits of the new point of sale/debit card system include:
 Improved customer service delivery and efficiency
 Reduced risk and increased security as persons are not required to utilize cash to conduct
transactions

The Ministry anticipates that this system will bring considerable convenience to the public as well as improvement to the cadre of services available at Licensing Divisions across the country. This latest offering is part of the Ministry’s continued mission to modernize operations at the Licensing Division by providing greater convenience to the public while reducing the dependency on paper based verification systems.

Sign Languages International Day

International Day of Sign Languages

International Day of Sign Languages – 2018.

On the occasion of the International Day of Sign Languages on 23rd September, as proclaimed as an annual event by the United Nations in 2017, the Deaf Association of Guyana Inc. (DAG) wishes anew to bring to the attention of all stakeholders the importance of sign language in the realisation of the human rights of people who are deaf.

The theme of this first International Day of Sign Languages ‘With Sign Language Everyone is Included’ speaks to the need for full inclusion of deaf people and respect for their linguistic identity; it acknowledges that early access to sign language is vital to the growth and development of the deaf individual and critical to the achievement of the internationally agreed development goals. In Guyana we have made only very modest strides in elevating the status of Guyana Sign Language (GSL) to the benefit of deaf children, youth and adults. The theme of the International Day of Sign Languages urges us to do better.
