St. Lucia's fuel prices change

Petroleum price

The price of gasoline increased from $10.87 to $11.09 per gallon.

In keeping with changes in international oil prices and government’s application of the modified market pass-through petroleum pricing mechanism, the retail prices of gasoline (unleaded), diesel, and the  liquid petroleum gas (LPG) 20, 22, and 100 pound cylinders have been changed.
The price of kerosene remains unchanged.
Please note that the prices changed effective Monday, Oct. 24.
The price of gasoline increased from $2.39 to $2.44 per litre or from $10.87 to $11.09 per gallon. The price of diesel increased from $2.27 to $2.30 per litre or from $10.32 to $10.44 per gallon. The prices of the 20, 22 and 100 pound LPG cylinders increased from $25.62 to $26.89; from $28.46 to $29.86; and from $174.74 to $181.10 per cylinder respectively.
The price of kerosene remains at $1.41 per litre or $6.39 per gallon.
The retail prices of fuel products will be next adjusted on Monday, Nov. 14.

Ministers to lead a delegation of thirty four (34) companies from Trinidad and Tobago to participate in the Havana International Trade Fair (FIHAV) 2016.

Senator the Honourable Paula Gopee-Scoon, Minister of Trade and Industry and the Honourable Nicole Olivierre, Minister of Energy and Energy Industries will lead a delegation of thirty four (34) companies from Trinidad and Tobago to participate in the Havana International Trade Fair (FIHAV) 2016. The Fair which takes place from October 31st to November 4th 2016 will be used as a platform to further develop the commercial alliance between Trinidad and Tobago and Cuba and to enhance the mechanisms that promote trade between both countries.
In addressing the FIHAV 2016 delegates at the briefing session held at exporTT Limited on Monday 24 October, 2016, Senator Paula Gopee-Scoon expressed her delight at the number of companies that were participating this year and highlighted the importance of expanding the country’s exports in light of the current economic climate and the decline in commodity prices. She said ‘the Government’s role is to be a facilitator and an enabler to encourage enhanced trade relations. Our Trade Facilitation Office in Cuba continues to play an integral role in supporting our local exporters with accessing the market.’.
Minister Gopee-Scoon underscored the benefits of Trinidad and Tobago’s participation at the Fair stating ‘the FIHAV 2016 will provide our exporters with the opportunity to gain access to a market that is becoming increasingly liberalized; establish new business contacts and gather market intelligence on the Cuban market. It will also allow the energy delegation being led by the Minister of Energy and Energy Industries to advance discussions in the area of export of energy services’.
At FIHAV2016, Minister Gopee-Scoon will also be engaged in a series of bilateral meetings with the Minister of Foreign Trade and Investment of Cuba and other Cuban officials. These meetings will allow for further discussions on facilitating increased trade between both countries. The Havana International Trade Fair (FIHAV) is the premier Trade Fair in the Latin American Region with over 60 countries represented and approximately 150,000 visitors.
Some of the entities represented on the delegation are Ansa Chemicals Limited; Blue Waters Products Limited; Carib Brewery Limited; John Dickinson & Co. Schools To Celebrate The 37th Anniversary Of Independence

The Victoria Park will come alive on Wednesday 26th October, as students and teachers gather to join in activities to celebrate this country’s 37th Anniversary of Independence.

Ms. Marla Nanton, Education Officer with responsibility for Media and Communications, said that the rally was introduced in the 1980’s and the Music Department in the Ministry of Education, National Reconciliation & Ecclesiastical Affairs was responsible for the organisation of the rally. The event has maintained its format over the years.
Ms. Nanton also said that one of the highlights of the event will be the presentation of the 2016 National Scholarship Awards.

Kitts and Nevis engage in knowledge-based workshop on intellectual property rights.

A World Trade Organization (WTO) National Workshop on the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) aimed at better positioning citizens and residents of St. Kitts and Nevis to know, protect and take advantage of their Intellectual Property (IP) rights, kicked off at the Ocean Terrace Inn on Tuesday, October 25.
The workshop which will run from Tuesday, October 25, to Wednesday, October 26, is expected to increase participants’ awareness of IP and its importance to a knowledge-based economy; highlight the importance of protection and enforcement of IP in today’s knowledge-based society as it relates to the global economy; examine St. Kitts and Nevis’ primary policies related to IP protection and enforcement; and explore the relevance of interagency cooperation in relation to protection and enforcement of IP.
During the opening ceremony, the Honourable Lindsay Grant, Minister of International Trade, Industry, Commerce and Consumer Affairs, said that the workshop was timely and of paramount importance especially to St. Kitts and Nevis.
“St. Kitts and Nevis is plugged in to the digital age, and with easy access, to data and other forms of information and dynamism, and the norms of our society have rapidly evolved over the years to reflect a need for innovation and entrepreneurship,” said Minister Grant. “Indeed, most of the traditional industries we are once accustomed to have now morphed into industries based on witty ideas and inventions, which the owners of such must benefit from their commercial value. With this in light, Intellectual Property Rights thus become a major backbone for growth and development and one of the major agents that will spur exports for our small business sector and our entrepreneurs.”
Minister Grant used the occasion to highlight the importance of Zhavier Shaw’s recent trip to Chile to attend the Global Services Exporters Conference as an aspiring game developer.
“As contributor to the Creative and Services Industry and Information Communication Technology (ICT), this young man’s commercial value must be realized and to do so his intellectual property rights must be enforced and must be protected,” said the trade minister. “I believe that the time has come for our cherished Federation to take the reins of its own destiny and steer ourselves in the direction that will bring us much closer to our national policy for employment creation and sustainable economic growth and development.”
The minister of trade added that it is imperative for all to understand that the world will not be as kind as it once was and therefore citizens and residents must be able to rely on policy makers and enforcers to protect their patents, trademarks and copyrights.
Over the next two days participants will hear presentations from the facilitators Mrs. Xiaoping Wu, Counsellor, Intellectual Property, Government Procurement and Competition Policy Division at the WTO, and Ms. Carol Simpson, Head, Caribbean Section, Bureau of Latin America and the Caribbean, World Intellectual Property Organization (WIPO).
Participants consist of persons from a wide cross section of Government in St. Kitts and in Nevis including Ministry of Trade, Justice and Legal Affairs, Information Technology, Sustainable Development, Department of Agriculture and Department of Culture. Representatives from the Bank of Nevis, St. Kitts and Nevis National Carnival Committee, St. Kitts and Nevis Customs and Excise Department, Royal St. Christopher and Nevis Police Force, Advantage Communications and St. Kitts Bottling Company also form part of the workshop.

MP Calls for Improvement in Water Systems

Member of Parliament for Southern Manchester, Michael Stewart, has suggested that improving the constituency’s water-supply systems will assist with the delivery of potable water to more homes and businesses.

He said research has shown that the Victoria Town Water Supply System and the Hampton Road System have the capacity to supply the constituency and the parish with potable water.
Mr. Stewart called for an additional pump to be put in at the Victoria Town pumping station.
He was contributing to the 2016 Constituency Debate in the House of Representatives, recently.
“The infrastructure at Cross Keys is in place, and the reservoirs are in place, which can gravity-feed water into the communities,” he said.
Some of the areas that could be served are Spring Grove, Red Berry, Old Porus, Farm, Mulgrave Town, Blake’s Pen, Rose Hill and Blenheim.
Mr. Stewart said water is paramount, as 90 per cent of the economic activity that takes place in the constituency is based on farming, adding that the constituency suffers from drought.

Prime Minister warns against misuse of resources

The Honourable Prime Minister and Minister for Finance, Dr. Roosevelt Skerrit, has charged police officers who are in possession of Government vehicles to guard against improper use of Government’s resources.

The Honourable Prime Minister was speaking on Friday, October 21st, at a handing over ceremony of eight police vehicles costing the Government of Dominica just under EC $1m.
He charged the officers to be accountable for the vehicles in their possession.
“If any of you has an accident you must call yourself out to take a report on what transpired. Do not bring it in the so called grave yard and when the Chief believes he has a vehicle assigned to a police station or a department there is none. At the end of the day we all must recognize that will you may not have the ultimate responsibility to fetch the resources. If we do not use it properly we are denying ourselves, country and our children from a better way of life,” Hon Skerrit stated.
Dr. Skerrit affirmed that Government intends to ensure that the police are not left without the resources to carry out their duties.
“As the Prime Minister of this country I remain firmly committed to ensuring that our country is safe from all forms of threats, and that the requisite resources are made available to the police to carry out the legal mandate. That is to keep our country safe.”
The Honourable Prime Minister also spoke to the officers about proper maintenance and the possible repercussions if they are not accountable for the vehicles while in their care.
“You may very well have to force me to put tracking devices on every vehicle that you have. There is a proposal before me that I have not given much consideration to. I will decide how well you use it [the vehicles] before appending my signature to that proposal,” he said.
The departments to benefit from the vehicles are Marigot, the task force and the special service unit.
Eleven more vehicles are expected based on a protocol signed between the Ministry of National Security of Dominica and the Ministry of Defence of China.
Funds for the vehicles were provided by the Citizenship by Investment Programme.

Farmers and vendors awarded at Market Day with a difference

Farmers and vendors were awarded for their hard work and fresh produce being displayed at this year’s Market Day with a Difference.

On Saturday, October 22nd, participants from the town of Portsmouth and the community of Marigot decorated their stalls and dressed in creole wear to mark the event.
Market Day with a Difference is held every year as part of the independence activities.
It is a day to recognize the hard work of those engaged in food production in Dominica.
At the Portsmouth market, the Hon Minister for Information, Science, Telecommunications and Technology, Kelver Darroux represented Hon Prime Minister, Roosevelt Skerrit.
Hon Darroux stated that Government will continue to ensure that all farm access roads are rehabilitated.
He believes this will help farmers to better access their farms.
“If there is no access to the farms how can the farmers get their produce so that the vendors can be here selling the produce today? That is important. We will continue to ensure that all farm access roads across the country are rehabilitated. This is to ensure that the farmers can have proper access to their farms. So that at the end of the day they are able to bring the produce from their farms to the market and we can purchase the produce.”
The Hon Member of Parliament for the Portsmouth Constituency, Ian Douglas, stated that everyone has a responsibility to nation building. He called on his constituents to play their part.
The Hon Minister for Agriculture, Johnson Drigo, reaffirmed Government’s commitment to agriculture and the needs of farmers.
“The Government will do everything in its power to assist you. I am so excited about one of the commitment we have made in this year’s budget. This is half a million dollars to assist the boat owners. Portsmouth is one of the major ports exporting our produce. I have seen the list of a number of boat owners who are working with the Ministry of Trade to access this funds so they could do the adjustment to their boats. They will then be able to enter the European Markets so we can get more of our products out of Dominica.”
Meanwhile local produce and crafts were on display at the Marigot Fisheries Complex.
The Hon Minister for Commerce, Enterprise and Small Business Development, Roslyn Paul, spoke on behalf of the Hon Prime Minister, Roosevelt Skerrit.
Hon Paul noted that the Marigot Constituency is not being left out and millions will be invested on the Cayeme Bock, Melville Hall farm access road.
“The contract has been signed and millions of dollars will be invested shortly in ensuring that this farm access road is rehabilitated. The contract has already been signed. This will benefit the farmers of Marigot. When there are articulations that nothing is being done for Marigot we need to call a spade a spade and say when it is wrong and say when it is right. Also say when it is happening.”
Awards were presented for best dressed buyer, best dressed farmer and vendor, most impressive vendor, best presented decorated stall, biggest fruit, and most impressive butcher among others.

Minister welcomes new E-Learning Tool

Primary and secondary school students now have at their disposal an electronic tool that can help them study more efficiently, thanks to telecommunication’s company, FlOW.

The initiative was launched on Monday at the company’s Warrens, St. Michael, headquarters, with Minister of Education, Science, Technology and Innovation, Ronald Jones, endorsing the e-learning platform.
Deeming it “another instalment in investment in our young people” here and the Caribbean, he said Barbados continues to be the number one learning society in the Caribbean and in Central America, if not the world.
“We will continue with your help to push that agenda.  We will continue as a small open economy to ensure that people will have the knowledge to interact or interface with anybody in the world, even if they speak another language… and again technology will help to do all of those things,” he said.
Mr. Jones further acknowledged that the island had spent a lot of time and other resources to make sure its people stood on the cutting edge to better equip its students with the knowledge, skills, attitudes and competencies to ensure they were able to deliver for self, family and country.
Stating that he saw Flow Study as a partnership, Mr. Jones expressed delight at the inclusion of STEM aspects, saying his ministry was trying to place greater emphasis on this in the school system.

Civil Status Registry, Office of the Adjudicator relocated

The public is advised that due to ongoing occupational health and safety concerns, the Civil Status Registry and the Adjudicator’s Office will be relocating to Upper Micoud Street, Castries, on Thursday, Oct. 27.

The offices will be located upstairs the Mango store, directly opposite Access.
The Civil Status Registry and the Office of the Adjudicator will remain open to the public at its present location from Monday to Wednesday between 8 – 11 a.m., this week. On Thursday, Oct. 27, and Friday, Oct. 28, the offices will be closed. The offices will also remain closed on Monday, Oct. 31. This closure is to facilitate the staff’s relocation to the new office space.
Services of Collection and New Applications will resume on Tuesday, Nov. 1, and full services will be in place as of Wednesday, Nov. 2, at the new location. Thereafter, no further transactions by the Registrar of Civil Status or the Adjudicator’s Office shall be conducted at the Brazil Street building.
The Government Departments concerned deeply apologize for any inconvenience caused to the public.
